JOHN MIEDREICH

PRESIDENT

John currently serves as Lieutenant Command of Detectives. His distinguished career in the NYPD primarily involves roles in the Intelligence Bureau. Since 2013, Miedreich has served as the Commanding Officer of the International/Domestic Liaison Program – a unique program in the United States in which he manages the strategy and coordinates day to day operations of more than a dozen liaisons throughout the world as well as is responsible of the NYPD’s relationship with more than 800 law enforcement agencies all throughout the United States. John has traveled the world extensively presenting on numerous risk, policy, and policing subjects to business executives, head of states and cabinet members as well as fellow law enforcement agents. In his tenure as head of the Liaison Program, he’s also worked closely with federal agencies such as. Customs and Border Protection, Drug Enforcement Agency, Federal Bureau of Investigations, Central Intelligence Agency, and the US Coast Guard to name a few. Miedreich has completed advanced training in terrorism and intelligence certitifications from various international and domestic agencies.

ANGELINA RAMIREZ

As a performance-driven marketing and business development leader, Angelina has over 20 years of experience building brands and implementing strategic solutions for Fortune 200 companies, start-ups, and nonprofits. Her business expertise includes brand management, strategic planning, program development, and analytics. During her tenure at American Express, PepsiCo, Philip Morris, and the Washington Heights BID, she was responsible for setting the marketing and business development agenda, utilizing market research to develop sales and outreach strategies. She managed multi-million dollar budgets that delivered award-winning campaigns, yielded increases in market-share, and exceeded sales goals. Today, Angelina is the founder and president of The AMLBYN Group, a marketing and strategic planning firm in NYC that provides communications and business development services for small to mid-sized businesses as well as nonprofits. She is also the CMO of Global Precision Partners, LLC, a global firm that provides risk mitigation, security, and business development for organizatons in the private and public sectors.

Errol Tulon Jr.

Director of Corrections Practice

Dr. Errol D. Toulon Jr. has more than 30 years of criminal-justice and public safety experience, heavily centered upon analytics and best practices. 

 

During his 25 year tenure with the New York City Department of Corrections, Errol amassed extensive experience with various divisions including the Emergency Service Unit, Firearms and Tactics Unit, and the Compliance Unit. He also spent 22 years working as a uniformed member on Rikers Island, having retired as Captain.

 

After retirement, Errol was then appointed as the Assistant Deputy County Executive for Public Safety in Suffolk County. In this role he was responsible for the Police Department; Probation Department; Fire, Rescue & Emergency Services as well as the Medical Examiner’s Office.

Errol then returned to the New York City Department of Correction as the Deputy Commissioner of Operations, where he managed the: Applicant Investigation Unit; Training Academy; Correction Intelligence Bureau; Emergency Management Unit; Policy and Procedure Unit; Office of Policy and Compliance; Fire & Safety Unit; Nutritional Services Division; Environmental Health Unit; Engineering Audit Unit; Financial Audit Unit; Quality Assurance & Integrity; and the Prison Rape Elimination Act Unit.

In 2018, Errol became the first African-American to be elected to a countywide office serving as the Suffolk County Sheriff, the largest suburban county in New York State. He is certified through the Department of Homeland Security and FEMA in: Incident Response to Terrorist Bombing – Awareness; Prevention of and Response to Suicide Bombing; WMD Threat & Risk Assessment; Radiological Emergency Management; Incident Command System for Law Enforcement; State Disaster Management; Principles of Emergency Management; Emergency Planning; Radiological.

Daniel Anfang

Senior Consultant

Daniel brings years of military and law enforcement expertise in both the intelligence and communications fields. His career started in the Marine Corps, where he was deployed to Fallujah, Iraq in 2004 and was honorably discharged at the rank of Sergeant. He returned to military service as a Naval Intelligence Officer and also joined the New York City Police Department (NYPD).

During his tenure at the NYPD Intelligence Bureau, he cultivated confidential sources, and concentrated on targeted threats from foreign actors seeking to commit/facilitate acts of terror on US soil. As Detective, Daniel was assigned to the NYPD’s International/Domestic Liaison Unit, focused on the coordination of  domestic and international law enforcement agencies to implement  interagency and international training ventures.

Daniel is certified as a High Value Detainee Interrogation Group (HIG) instructor and became one of the NYPD Intelligence Bureau’s lead trainers for their debriefing program. He has taught thousands of new and seasoned investigators various methods on how to conduct law enforcement debriefings domestically as well as has assisted investigators worldwide from Central America and the Middle East, amongst others.

Kevin Catalina

Senior Consultant

Mr. Catalina is well-known for his expertise in anti-gang violence strategies, gang suppression, and counter-terrorism operations. His prestigious career at the New York Police Department began in 1992 where he quickly rose through the ranks of Patrol Officer, Sergeant, Lieutenant, Captain, Commanding Officer, Deputy Inspector, Inspector, to finally become Deputy Chief and Commanding Officer.

 

Throughout his prolific career at the NYPD, Kevin was recognized for his innovative crime-fighting and violence reduction strategies which resulted in historic decreases in violent crime and the lowest homicide rate in recorded history in the largest city in the United States.

 

Mr. Catalina’s most important work at the NYPD was serving as the Deputy Chief and Commanding Officer (CO) of the NYC Gang Division. During his time as CO, Kevin oversaw all gang strategy and enforcement in New York City. He was also assigned to the Intelligence Bureau where he oversaw the NYPD’s Covert Counter-Terrorism Operations which included planning for and executing all security operations at major events like the Thanksgiving Day Parade and the New York City Marathon.

 

After his retirement from the NYPD, Kevin joined the Suffolk County Sheriff’s Office where he currently serves as Undersheriff under Sheriff Errol D. Toulon, Jr. He is responsible for all intelligence operations, and the Training Academy. He also lectures internationally on terrorism and site-security.

 

Kevin Gallagher

Senior Consultant

As a 37 year veteran Detective of the New York Police Department (NYPD), Mr. Gallagher has extensive experience in the military and law enforcement intelligence fields, specifically serving 15 years in the International/Domestic Liaison Unit where he was the liaison to the U.S. Coast Guard (USCG) Sector New York Command.

Kevin’s portfolio includes the coordination and participation in joint NYPD/USCG security boardings of cruise ships, coordination of maritime-related investigations and intelligence, the analysis of targeted high interest vessels as well as other maritime incidents in the Port of NY.

Some of Kevin’s other duties included the preparation and distribution of the bi-weekly Harbor Intelligence Report and the weekly Port of New York Cruise Ship Arrival Report. He also liaised with cruise line company security heads as well as chief security officers aboard cruise ship lines that called on the Port of New York.  In this role, Kevin was also responsible for preparing and maintaining Cruise Ship Emergency Response Books for cruise ships frequenting the Port of New York. He also organized and executed periodic inter-agency tactical response training drills aboard cruise ships in New York City. Furthermore, he was the primary liaison to visiting US and foreign naval vessels including the world-famous annual Fleet Week New York.

Kevin is also an avid scuba diver. He was a member of the Harbor Unit – Scuba Team for 16 years during which he participated in many underwater rescue and recovery operations most notably the joint underwater recovery of Boeing 747 TWA Flight 800 from July through November 1996.  He’s also a 9/11 first responder.

As a member of the Armed Forces, Kevin served in the US Coast Guard Reserve for 23 years and retired with the rank of Chief Petty Officer Intelligence Specialist.

Joseph Azzaretto

Mr. Azzaretto is a 26 year law enforcement veteran of the NYPD, having directed and managed some of the most complex and sensitive intelligence operations in New York City.  He has a proven record of building strong collaborative intergovernmental relationships with the US Federal government agencies, New York State as well as other New York City agencies.  Throughout his career, Joe has focused on restructuring, revamping, and revitalized existing NYPD programs. He’s developed New York City’s most advanced intelligence program using innovative analytical platforms and cutting edge technologies

As the Commanding Officer of the NYPD’s most prestigious division, the Intelligence Operations Center and Regional Intelligence Support Center, he spent 10 years learning, developing, and implementing new policies and procedures that continue to be in place today. The Support Center is a major investigative support resource hub for New York City and the tri-State areas. During his tenure, Joe expanded the investigative task force to include Federal, State, and Local agencies. Mr. Azzaretto recruited over 32 different agencies to physically work within the Support Center.

Joe also has extensive experience with other divisions including the Internal Affairs Bureau, the NYPD School Safety Division, and the NYC-SAFE “See Something Say Something”.
